About the Role

POSITION: CHIEF FINANCIAL OFFICER (CFO) (Exempt)
REPORTS TO: Chief Executive Officer (CEO)
SALARY: $130,000 - $200,000
SUPERVISES: Billing Office, Finance Office, Purchasing, and 340B Program
AREAS OF RESPONSIBILITY: The Chief Financial Officer is responsible for the overall financial strategy, planning, and management of Mountain Valleys Health Centers (MVHC). As a key member of the executive leadership team, the CFO ensures financial sustainability, regulatory compliance, and operational efficiency in alignment with the FQHC’s mission to provide quality healthcare to underserved communities.
QUALIFICATIONS & EXPERIENCE:
• Bachelor’s degree in finance, accounting, business administration, or related field (master’s preferred).
• Certified Public Accountant (CPA) or Certified Healthcare Financial Professional (CHFP) is a plus.
• Minimum of 7-10 years of financial leadership experience, preferably in an FQHC, nonprofit, or healthcare setting.
• Strong knowledge of healthcare finance, reimbursement methodologies, and grant management.
• Experience managing Medicaid, Medicare, and private insurance billing.
• Proficiency in financial software, Electronic Health Records (EHR), and accounting systems.
• Strong leadership, analytical, and communication skills.
• Ability to supervise and manage financial team as well as contribute to overall leadership of the company to sustain collaborative efforts.
• Maintain confidentiality relating to MVHC personnel, patients, and information which could result in proprietary damage to MVHC.
• Possess current valid California Driver’s license and auto liability insurance.
• Ability to travel when needed to all sites or selected collaborative meetings.

REQUIREMENTS AFTER HIRE:
Current CPR card, Driver’s license, Auto liability, clean and appropriate attire.
KEY RESPONSIBILITES:
Financial Strategy & Leadership
• Develop and execute financial strategies to support MVHC’s mission and long-term sustainability.
• Provide financial analysis and insights to the CEO, Board of Directors, and the leadership team.
• Lead and mentor the finance team, ensuring adherence to best practices and regulatory requirements.
• Work with the leadership team on strategic initiatives, expansion planning, and operational efficiency.

Financial Operations & Compliance
• Oversee financial reporting, audits, and compliance with all federal, state, and local regulations.
• Continually assess the effectiveness of current Financial Policy and Procedures.
• Ensure compliance with HRSA (Health Resources & Services Administration) and other federal grant requirements.
• Manage financial controls and procedures to safeguard assets and prevent fraud.
• Maintain relationships with external auditors, banking institutions, insurance brokers, and financial stakeholders.

Budgeting & Financial Planning
• Lead the development and monitoring of the annual budget, including revisions as necessary.
• Conduct financial forecasting and variance analysis to inform decision-making.
• Oversee capital planning and investment strategies for future growth.
• Collaborate with Operations on purchasing and inventory control along with utilization and costs of health centers.

Revenue Cycle & Grants Management
• Oversee billing, collections, and reimbursement processes, ensuring optimization of revenue streams.
• Ensure compliance with Medicaid, Medicare, and private insurance reimbursement policies.
• Manage grant funding, ensuring proper allocation, reporting, and compliance with grant terms.
• Oversee financial components of HRSA Section 330 grants and other funding sources.

340B Pharmacy Program Oversight:
• Ensure compliance with HRSA and OPA regulations for the 340B Drug Pricing Program.
• Oversee contract pharmacy agreements and manage financial relationships with wholesalers and TPAs (Third Party Administrators).
• Monitor 340B cost savings and reinvestment strategies to support patient care programs.
• Work with the team to ensure proper tracking, purchasing, and utilization of 340B drugs.
• Conduct regular audits and self-reporting to ensure compliance with 340B program regulations.
